PROFESSIONAL CAREER
1981 - President, Pacific Professional Associates, Los Angeles, California.
Pacific Professional Associates is a private non-profit corporation formed
to promote psychological research, practice and education in the broad
field of forensic psychology. The corporation has an office in Los Angeles,
California. The principal accomplishments of the corporation, under my
direction, have been to organize a Division Program and a Sex Offender
Treatment and Assessment Program. Of these programs, the Sex Offender
Treatment Program is far the largest.
This program makes available to the sex offender patient all the various
psychotherapeutic techniques for which effectiveness has been demonstrated
in published scientific or clinical studies. The one exception is that
anti-androgen therapy is not, presently, available in the program. Also,
all the assessment techniques which have demonstrated their effectiveness
in differentiating various classes of sex offenders from each other are
available. The goal of the program is to demonstrate in the community what
has already been suggested by laboratory findings: that an
assessment\treatment\treatment sequence can so guide, shape and improve the
effectiveness of treatment with these patients, that recidivism will be
dramatically reduced.
1980 - 1981 Evaluator, Los Angeles County Department of Mental Health
Judicially Committed Persons Program, Los Angeles, California. The
responsibilities of this position were to examine judicially-committed
patients (Mentally Disordered Sex Offenders, Persons Not Guilty By Reason
of Insanity and Persons Incompetent to Stand Trial) and report to the
court. The patients were referred either by one of the State Hospitals
(principally Patton or Atascadero) or directly by the court.
The report was mandated under California law and its purpose was to offer
an opinion to the court as to whether the defendant’s release to
out-patient supervision would constitute a danger to the community. Another
purpose of the report was to offer an opinion as to whether the patient
would profit from, and cooperate in, out-patient care and whether suitable
out-patient care is available for the patient in the community.
1975 - 1980 Chief, Forensic Community Treatment Program, Los Angeles,
California. This position involved complete administrative and clinical
responsibility for the operation of the program. The patients treated were
all but out-patients (except for a small number housed in a skilled nursing
facility) and all judicially-committed. About half the patients were
Mentally Disordered Sex Offenders and half were adjudged either not guilty
by reason of insanity or incompetent to stand trial.
The staff included psychiatrists, clinical psychologists, clinical
psychology interns, psychiatric social workers and psychiatric technicians
with backup clerical personnel. The program procedures and techniques
developed within the unit during my tenure as director were considered
innovative and effective by other mental health practitioners and several
were the subject of state-wide favorable comment.
1972 - 1975 Chief Psychologist, Mentally Ill Offenders Unit, Los Angeles,
California. This position involved some administrative and supervisory
responsibility for all clinical and clerical staff of the Mentally Ill
Offenders Unit. In the absence of the Director of the Unit, the position
required the complete administrative responsibility for the Unit. All the
psychology staff were, of course, supervised in their work by the Chief
Psychologist.
The Chief Psychologist also coordinated the psychology testing program and
the research program for the unit. Clinical responsibilities were mainly
for the diagnosis of psychotic patients, some of whom were judicially
committed and other recommended for civil commitments of various types. A
major programmatic responsibility was the clinical organization, in
cooperation with the County of Los Angeles Sheriff's Department of the cell
module where the psychotic inmates were housed.
Continuing private practice responsibilities were also carried out during
this period. The patients treated in this practice represented a broad
spectrum, psycho-diagnostically. However, 25% to 50% of private practice
work has been with patients suffering various forms of sexual disorder. In
many of these cases, the individuals were, or had been, in conflict with
the criminal justice system.
1966 -1972 Chief Psychologist, Wisconsin Sex Crimes Facility. Responsible
for the coordination and organization of the psychological testing program
and the overall treatment program for sex offenders in the State of
Wisconsin. Also responsible for the coordination and organization of the
research and for the training and supervision of staff and intern
psychologists. This facility was located within the walls of the Wisconsin
State Prison, and the responsibilities of the position were somewhat
analogous to those of the clinical Director, with the special mandate to
organize the program for relocation to a new facility for which funds had
been appropriated by the legislature and architectural planning begun.
Extensive expert testimony in courts throughout the State of Wisconsin was
also a part of the responsibility of the position.
1964 - 1966 Chief Psychologist and Administrator of Spanish Peaks Mental Health
Center, Pueblo, Colorado, Psychotherapy, psychodiagnostic testing, public
education and Mental Health Planning. Responsible for the day-to-day
management of the Spanish Peaks Mental Health Center.
1963 - 1964 Staff Clinical Psychologist, Diamond Head Mental Health Center,
Honolulu, Hawaii, psychotherapy and psychodiagnostic testing, clinical
cross-cultural studies.
1958 - 1963 Private practice of Clinical Psychology, Los Angeles,
California, Psychotherapy, Psychodiagnostic testing and management consulting
with executive personnel.
1958 - 1962 Suicide Prevention Center, Los Angeles, Clinical Psychologist
responsible for the collection and collation of psychological data on the
suicide attempt cases seen in the center; also clinical investigations of
selected cases for the Los Angeles County Coroner.

PUBLICATIONS AND PRESENTATIONS
Dr. Anderson has written a number of published and unpublished papers,
primarily on the assessment and treatment of sexual offenders. He has also
presented a number of papers at national conventions sponsored by
organizations such as the Association for the Treatment of Sexual Abusers
(ATSA) and the American Professional Society on the Abuse of Children
(APSAC). Additional papers have been presented at local Los Angeles
gatherings sponsored by organizations such as the Los Angeles County
Psychological Association, the Violence Prevention Coalition of Greater Los
Angeles and the Center for Sex Research of CSUN. Copies of some of these
papers are available through Pacific Professional Associates.
